Main Dutie
- Promote and enforce HSSE policies, procedures, and best practices to ensure a safe working environment for employees and subcontractors.
- Ensure compliance with all applicable HSSE regulations, standards, and project requirements across construction sites, offices, and accommodation facilities.
- Liaise with clients, regulatory authorities, and other stakeholders to ensure HSSE compliance and alignment.
- Implement and monitor risk assessments, control measures, and site security requirements.
- Conduct HSSE inspections, audits, incident investigations, and ensure timely reporting and corrective actions.
- Maintain accurate records of training, inspections, incidents, audits, and risk assessments.
- Drive continuous HSSE improvement through awareness campaigns, employee engagement, and industry best practices.
- Promote employee health, well-being, occupational health initiatives, and wellness programs.
- Develop, maintain, and coordinate Emergency Response Plans, emergency drills, and the Permit-to-Work (PTW) system.
- Support the Project HSSE Manager in implementing HSSE programs, procedures, and performance improvement initiatives.
- Lead HSSE meetings, coordinate site safety activities, and manage the HSSE team on site.
- Ensure subcontractor compliance with HSSE policies, management systems, risk assessments, and safety programs such as LMRA, TON Cards, and Behavior-Based Safety (BBS).
- Participate in site coordination meetings and support incident and occupational illness investigations, analysis, and reporting.
- Lead and supervise the site HSSE team.
- Ensure effective implementation of HSSE programs and procedures.
- Conduct audits, inspections, and incident investigations.
- Monitor subcontractor HSSE performance and compliance.
- Coordinate emergency preparedness activities and safety campaigns.
- Promote a strong safety culture and continuous improvement across the project.

- Bachelor's degree in Engineering or Science, preferably in Chemical, Civil, or Mechanical Engineering.
- Minimum 15 years of proven HSSE experience, including at least 5 years managing brownfield EPC projects.
- Egyptian Legal HSE Specialist and Advanced HSE Specialist certifications are mandatory.
- NEBOSH IGC, ISO 45001 Lead Auditor, ISO 14001 Lead Auditor, Basic Firefighting, and First Aid certifications are required.
- NEBOSH International Diploma or CSP certification is an advantage.
- Knowledge of TapRooT Root Cause Analysis methodology is an advantage.
- Strong leadership, communication, and interpersonal skills.
- Excellent written and spoken English, with the ability to prepare high-quality reports, articles, and audit reports.
- Proven experience in conducting formal incident investigations.
- Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.
- Strong presentation and stakeholder management skills.
- Experience in Emergency Preparedness, Crisis Management, and Business Continuity Management.
